Gun laws, based on the way guns look. Makes perfect sense. I guess we’re better off without Barrel Shrouds, y’know, the thing from the shoulder that goes up. 
Gun laws really are this stupid.

This would have made sense if you’d suggested that the car on the left was an automatic and the car on the right was a manual. You know, since that’s what the gun legislation is based on. You would have still been making your point too. Shame you didn’t think of it.

Actually you can legally get a fully automatic AR-15 that was made before 1968 if you can find one and want to pay the $200 tax stamp. Your explanation doesn’t really fit either, maybe if the Ruger was a bolt action. I’m also guessing you’re assuming the AR is fully automatic, which is unlikely considering how many semi-automatic AR’s are floating around. 
But it does look like a scary babbykilling fully automatic heavy machine gun BAR or something to most people. so I’ll pass on asking your expert opinion on guns next time I’m trying to make a point. 
I’m assuming this was aimed towards the Clinton gun ban and era of “Semi-automatic assault weapons”. The ban didn’t allow weapons to have certain “Military style features” such as a folding stock, pistol grip, bayonet mount or muzzle mounted grenade launched. The last one was probably aimed at the Yugoslavian SKS which was popular at the time. It also forbid certain safety features that looked scary, like Barrel shrouds on a pistol. Any semi-automatic firearm that was based off of a fully automatic design was banned, and shotguns couldn’t have more than five rounds. 
So yeah, a lot of gun legislation is based off of what looks scary. You can even find videos of ATF members complaining and trying to explain to congress that two weapons can function the exact same and look differently, and that older hunting rifles are actually more powerful than an AR-15. 
Or instead you could still keep believing that gun legislation is really based off of banning fully automatics only, which you can still legally buy. Maybe send me an ask next time you’re trying to make a point, and I can help you around to it.
